The Miami-Dade Transportation Planning Organization (TPO) is incorporating equity metrics into its 2050 Long Range Transportation Plan (LRTP). In order to do this, the TPO developed a ground-breaking, easy to use Equity Analysis Tool to study how LRTP scenarios affect selected demographics.

The tool was developed through two tasks: Task 1 identified potential disadvantaged community identifiers and equity performance measures. Task 2 developed the Equity Tool, modeled two selected 2045 LRTP scenarios, and developed a User Guide for the Equity Tool. The model was then run to identify how various disadvantaged populations are affected by the scenarios and to test equity related performance measures.

Recommendations and next steps for incorporating equity into the 2050 LRTP planning process have also been developed.  This includes recommendations for other TPO programs and policies that support the development of the 2050 LRTP, TIP and UPWP planning processes.  The Equity Tool can be especially useful during the 2050 LRTP planning process, as it can easily be updated to test equity outcomes of 2050 LRTP scenarios.
