Expanding Options For Lower-Cost, Quick, Experimental Projects

The Broward Metropolitan Planning Organization (BMPO) and Broward County Government (BCG) collaboratively secured a $5 million grant from the US Department of Transportation’s Safe Streets and Roads for All (SS4A) program to create the Broward Regional Comprehensive Safety Action Plan (BSAP) which emphasizes data-driven methods to identify high risk locations and apply targeted interventions to reduce all fatal and serious injury crashes in Broward County to zero.


The creation of the Broward Safety Action Plan allows the region to reevaluate the planning and designing of projects to ensure best practices to achieve unified regional safety goals. The BSAP includes a Quick Build Guide to assist municipalities across Broward County in the planning and implementation of quick build projects.


Given the typical scope of quick build projects, effective implementation requires coordination with Broward County to address the following critical factors:


OPERATIONS: Many quick build projects involve modifications to intersections, crosswalks, or lane configurations that impact traffic signals.


TRAFFIC CONTROLS SIGNS: Quick Build projects often include the installation or modification of regulatory signs (e.g., stop signs, yield signs, lane markings).


PAVEMENT MARKINGS: Projects that introduce new bike lanes, pedestrian crossings, or lane reconfigurations require proper striping and pavement markings. BCTED oversees the design and application of these markings to ensure they meet visibility and safety standards.


COMPLIANCE: Given the elements often included on quick build projects, BCTED ensures that projects meet traffic flow considerations and adherence to standards.

The guide outlines Broward County’s review process and submittal requirements to ensure that projects are delivered in alignment with the County’s broader transportation goals.


Additionally, the guide also provides guidance on the recommended products/materials to be used for the installation of quick build projects, a menu of performance measures and metrics for project evaluation, and key elements to a succesful engagement
